Abstract
Occupational Risk Prevention (ORP) in the public sector, specifically within non-university education and schools, reveals a significant gap between the regulatory framework on paper and the practical reality of day- to-day operations. Although Law 31/1995 on OSH brought the rights of public sector employees into line with those in the private sector, preventive management in educational establishments faces recurring structural shortcomings
