Abstract
This article analyses interregional mobility within Spain’s Education Inspectorate through temporary secondments (commissions of service) and the effect of the home administration’s report/approval. The methodology is based on a comparative review of administrative decisions and reports, together with institutional responses to standardized access-to-information requests (2015–2025), distinguishing outgoing and incoming secondments and barriers attributable to the home authority. Where comparable time series are available, territorial differences are observed in home-authority blocking (Asturias 25%, Murcia 12.5%, and Castilla-La Mancha 10.6%), alongside an additional impact arising from the absence of registries in several administrations. In light of the data analysed, home-approval appears to operate as an enabling condition and may generate unequal opportunities; accordingly, low-cost measures are proposed, including a minimum annual registry, reusable aggregated publication, and strengthened reasoning requirements in refusals.
